How to measure guage diameter?

I am looking at some guages to replace my stock ones, but I am unsure of how to measure the correct size. If a guage is described as a 2 5/8", what does that refer to? The total outer diameter? The face of the guage? Anyone know?

That should be the outside diameter of the unit.
