You removed the headlight harness and/or switch? How about the wiper switch/harness?

The instrument cluster has a dropped section at its center bottom point. But, there is also a an issue of making sure you dont "HOOK" the dash harness on the back of the speedo as you pull down.

Just today, Ive dropped the third such animal. Be very Patient, there are about nine screws at the rear perimeter of the cluster. These must be removed, PRIOR to removing the instruments. The trim fascia that you see when the unit is installed should/must be removed first.

Once those screws are removed , from the back, you will see why it doesn't come out. The cluster has a section approx. 1 to 1.5 inches below the opening of the metal dash.

YES, YES, I know there are those that will pry till there eyes pop out to get the unit out. The chance of breaking pieces is probably exponential (really big).

Take the time, remove those screws first, pay attention to the details and you will see why it's worth the effort.

I'm glad I have an entire cluster housing, etc. as a spare. Hmmm, I wonder what that's worth?
