New update:

I *think* I have it working correctly. It all hinged on how I adjusted the cable at the valve end. The bellcrank likes to rest in the out/open position. When you pull it closed with your hands, it seems to want to 'click' a tad further (something to do with the workings of the valve) which I take to be the 'full closed' setting. After another 10 minutes of fiddling with it I realized pulling it full shut on the slider wasn't really pulling it to the final 'click' position on the valve. So I pushed the slider up about 1/5th of the way, then went back to the valve, and pulled that mother closed while adjusting the cable clamp. It was a little tricky. The idea with the 1/5th of travel would be that I would know specifically when the slider pulled back as far as I could pull it, that it was *truly* shutting the valve.

So then I warmed the car up with the valve pushed open (the heat I was used to) and turned the fan to HI. I got the normal heated air. Then I held my hand up to the vent and pushed and pulled the slider back and forth a few times... Now, the car is parked only half in the shade so I may have been fooling myself, but I'm pretty sure I felt a variance in the heat from pulled pack and pushed in. When I pulled it all the way back I'm pretty sure I was only getting a slightly heated air. I was hoping for cool/outside air but I think I can take this... Of course I'll have to test this all at night when it's a bit cooler, but I think I have it working as good as it'll be.

The air temperature will not change instantly with a water valve control like this -- the air is all going through the heater core, whether the valve is open or closed, so when you pull the slider up for "no heat" the valve closes but the core is still hot. Give it a few minutes for the air going past it to cool down.

Yea, I thought about that as well... with the car staying still, there was no reason for the cooler air to come through, hehe. I was getting the ambient warm air from the heater core. When I went out to get lunch, and everything was turned off, slider pulled back, it felt like cooler ram-air, no heat. So I'm like 99% sure everything's working great now. A test driving home tonight from work will settle all accounts.
