When I re-licensed my Valiant after it being off the road for 30 years, they sent my original title in and I got a new title (Not sure why) But the new title has "exempt" under mileage. Then has a note under it that says "exempt from mileage by federal law". So there must me something in federal law about older vehicles. I don't know.

I always thought it was illegal to turn mileage back, but it was not illegal to replace the speedometer head with another.
