No, timing chain wear normally is a result of a lot of miles being driven, and to some extent failure to keep up with timely oil changes, and or a lack of proper lubrication of chain due to some internal problem of oil flow, and or fuel diluted oil.

Poor dialing in of a camshaft results in timing events not being optimal, causing engine to be sluggish in comparison to one that has cam spot on. Dots are not always where they should be for whatever reason to be trusted for performance camshaft install, but often are close enough for a stock build. The thinking is better to degree all cams, making sure they are in optimal position for the best running engine.
