Is there a way to change 1st and or 2nd gear in an OD to a different ratio?

No, not without a LOT of money.
The ratios are "built in" to the cluster gear, so all new internals would have to be custom built. I don't know of anyone who does this.
How about a 5-spd? They typically have less rpm drop btween the gears (close ratio).
