Per Bohmer2's suggestion I will list all car syptoms together in one email.

I hooked up a tachometer to my car last weekend to check idle speed. When in Park the idle was at 750. When in Drive it was down around 550.

I dialed up the idle speed so that now the car idles at 750 when in Drive. However, it now idles at 1100 in Park.

Which gear do I use to set idle speed? She feels a little better now with the faster idle. However she still idles a little rough and needs quite a bit of gas to start when she is warm.

Also checked timing. I am at TDC in Drive with the engine at running temp and the vaccum hose to distributor blocked. However I am almost at the botttom of the harmonic balancer (BTDC) in Park. Again, which gear do I use for my settings?

Finally, I pulled the plugs and they were covered in carbon. So I ran BG44K through the system, got on the highway at 65 and shifted into 2nd gear going up a hill and floored it 3 times. The third time I didn't see much smoke. Then went home and revved the engine up real high and poured little sips of water into the carb. Did that 9 times. Then changed the plugs. Nothing came out of the tailpipe when I used the water trick. However, when I start my car she still spits a load of carbon out the tail pipe and the driveway is covered with these big black spots. How do I stop that from happening? How do I know if my engine is clean and how do I keep her clean now?

That's not too far off. A tetch low. Maybe try for 800 in Park.

Too high.

Way too high.

Always Park, never Drive.

That's because you've got carburetor and/or other problems, not because the idle speed is improper.

Timing gets checked at the specified idle speed in Park with the vacuum hose to the distributor disconnected and plugged.

This doesn't make a lot of sense to me. What is at the bottom of the harmonic balancer?

Decent clean-out procedure.

Fix the carburetor problems.

Another way to set idle is with the trans in neutral, headlights on. Set to 750, turn off lights. Idle will go up to about 800. Try bumping up the timing some. Your engine might be happier with more. Just advance till it starts to ping, then back off afew degrees till it stops. Does the engine spit out carbon when you first start it cold? If so, your choke needs adjustment.

The factory choke is non-adjustable, though you can increase or decrease the amount of pull-off. There's a detailed article on it in the "Articles" section of this site. The electric choke conversion package is fully adjustable.
