do you guys think this is a reliable throttle setup?

Use 2 throttle return springs as there's no way the cable will return the throttle to idle. (just incase)

I can see the angle of pull being a problem on the throttle; I made a setup similar to that and the geometry of the lever made it to where it was nearly unusable. From your picture it looks like the cable goes directly through the pivot point; as you depress the accelerator, it will bind, and then snap open as the the perpendicular distance from the force to the throtte shaft increases. It is better and safer try and keep the geometry more consistent.

Yes, that looks like it is going to open very rapidly in the first small amount of pedal travel. Raising the mounting point of the cable will help.
