how do you run power brakes with a turbo? is there enough vacume on the valve side of the throttle plate when running a turbo to use power brakes?

The power brake booster has a check valve to hold vacuum in the booster. If the engine produces decent idle vacuum you'll have no problems. Most turbo engines do have good idle vacuum since they usually have cams with very little overlap.

My PB pull vacuum from behind the throttle body but before the eaton blower. When the boost starts building, the bypass valve closes and vacuum remains. Of course you really don't need brakes and boost at the same time.
