Left and right turn signals blink at a different rate. The only difference I see is the left dash indicator is not working. It shouldn't be burnt out because all the bulbs are new, but it doesn't light up. Will this dash bulb not working cause this side to flash slower? Right side flashs about 15 times in 10 seconds. Left side about 9 time in 10 seconds.

Any less of a load on the bimetal element in the flasher will cause it to flash slower. So yes, having a light out will cause the flasher to work more slowly.

A slightly poor ground will raise the resistance enough to make a flasher go slower on one side, even though it still works. The most common culprit is the front turn signal light grounds right at the sheetmetal screws.

It can be difficult to find the problem, so if none of the lights look noticably dim, you could just use a HD or hazard flasher while you search for it.
