I am getting close to finishing my engine and transmission install in my 87 D150 short bed. It is a .060 over, MP 243 cam, big valve head, dual dutra duals, offenhauser intake with 390 Holley. A500 transmission. When cleaning up my distributor, I noticed engine oil in the bottom, under the weights. This is the second time this happened on the old motor. I had the thin "O" ring on there. Could excessive blowby cause this, or is it something else?

Blowby and a dirty crankcase air filter (AKA breather) will cause excessive pressure inside the engine. Couple that with a worn distributor and that's all it takes. I would also consider too high an oil level as a contributor.
