What are they adjustments for fuel/air mixture on a 1945 carb?

The idle mixture can be adjusted with the idle mixture adjusting screw near the base of the carburetor. The overall mixture can be adjusted by replacing the carburetor jet. If the float is heavy (soaked with gasoline) the carb will run rich. In the event you decide you want a replacement carb, don't get a "remanufactured" or "rebuilt" one from the parts store — almost all of them are junk that'll never run right.

theres no metering to adjust on a 45?

Here is the Holley 1945 operation and rebuild manual (pdf). It's a Holley document that covers both the 1940 (with integral choke, not used on Chrysler products) and the 1945 (with remote choke, used on Chrysler products). You can see that the small vacuum spark advance nipple is right next to the large PCV nipple, at the right front corner of the base of the carb. Factory adjustment specs for your particular 1945 can be found in the factory service manual.
