The Tidewater Mopar Club has used POR-15 on the topside of the floors of our giveaway cars and it's works very well.

I'd advise to make alternating layers different colors, if possible. I wrote up my experience at http://www.tidewatermoparclub.com/TECH/tech5.html

I've used Ospho and POR-15 in the past.
I recently started using ZeroRust due to it not being as hazardous to use like some of the other rust neutralizers on the market.

With any of the rust neutralizers, they should be top coated with whatever paint you choose. They all work well on metal that has rust. If you have any bare metal, use an etching primer, then paint.

I've heard good stuff about Eastwood's Rust Encapsulator paint. That's what I plan on using in my engine compartment, undercarriage and all interior metal after rust removal.

I think the reason for top coating the POR-15 like products is they are susceptible to brake down by UV rays. If the coating is not exposed to the poisonous rays of the sun, such as under the rug, or in the trunk one could skip the top coat. Otherwise follow the directions on the can.
