It might be normal, but I have never noticed.
I try to let my engine run a little every now and then , but I never went back to crank it up a few minutes afterward. I did today , and when I cranked it up , the temp gauge was pegged at hot, but I came down gradually. I take it that it is because ,when I shut off the engine , there is nothing moving around anymore and just heats up eveything.
This is probably a stoopid question, but... Is that normal?

Yup, that's exactly what's going on. Engine stays hot after shutdown, but coolant no longer circulates, so the hottest coolant rises to the top of the system where the temp gauge sender is. As soon as you start the engine, you can see the temp begin to drop as coolant starts circulating again.
