Carefully pry off the centre cover, remove the ¾" nut, install a steering wheel puller and turn down its central stud, and the steering wheel will come off in your hands.

Are you trying to lower the column in order to access the instrument cluster, or remove the column from the car entirely? It's two different procedures.

I happen to have the instructions handy for lowering the column, as I did that a couple nights ago. From the '76 FSM:
1) Disconnect fusible link (I think it said elsewhere that this was the main one off the battery?)
2) Remove three toe plate bolts.
3) Remove nut attaching horn ground strap to stud on instrument panel.
4) Remove horn ground strap from stud.
5) Remove nuts and washers attaching steering column support bracket to instrument panel steering column support bracket.
6) Allow steering column to lower and rest on seat.

Raising is a reversal of the above procedure, taking care not to pinch any wires. Column bracket nuts are 110in.lbs. and the toe plate bolts are 200in.lbs. torque.

Is that what you were after?

There is a step missing, where you remove the screws attaching the plastic cover at the instrument panel to access the two nuts that attach to studs that retain the column to the dashboard.
