I don't know much about transmissions so I have a question here. When I put my Scamp into park the car still moves. I always pull the park brake and put a block behind a tire just to be safe. Isn't there some kind of pin in the transmission that prevents the output shaft from spinning when placed in park? Or can this be from the shift linkage being misaligned? I always have to pop it into neutral to start it.

One of the big boys will set you straight, but yes, there should be a parking pawl to hold you in the park position, and yes it could be the shifter isn't moving far enough forward to engage it. If it won't start in the "PARK" position, that would be a good indication of it being out of adjustment. There is an adjustment on the shifter rod down at the tranny. If you get under and get your mate to move the shifter you will see the threaded rod with locking nuts.
Hope that helps.

Dis-connect the shift linkage from the trans lever and move the lever into the park position, to see if it's a simple matter of shift linkage adjustment or if it's related to a problem inside the gearbox.

so I cut my drivers side floor pan out to replace and while I was at I was messing with the shift lever on the transmission today. It's easier than being under the car! Anyways, the park position is pushed all the way back right? Car is up on blocks so I tried spinning both the rear tires and I could. The wheels shouldn't move if the parking pawl works correct?

Oh, that's right. The pawl only stops the output shaft of the transmission which also prevents the driveshaft from turning. So a posi trac (closed differential type) wheels won't spin if the driveshaft won't turn. My rear 7-1/4 differential is open gear right? So the wheels should still spin while transmission is in park?

Yes, that's correct.
One side will turn opposite of the other.

got under the car tonight and checked the driveshaft, Everything seems to work as it should. I think previously I had unadjusted kickdown linkage due to my throttle cable be misaligned. Does this sound like a probable cause?

No, throttle position cable or kick down cable as some call it has nothing to do with park pawl. Pawl is a rod that moves into a notch when shift lever is positioned in “Parkâ€￾ within the transmission.

As Doc said, possibly shift linkage is not adjusted correctly, preventing transmission to fully engage park position. The way to check this movement is to get under car while in park, disconnect linkage from shift lever from transmission detent arm and see if detent (second lever below throttle position lever) can move beyond where it was when connected. If there is additional movement than linkage needs to be adjusted to allow detent to fully settle into park.
always have to pop it into neutral to start it.
Once you know detent and linkage is correctly adjusted, I think starting in park will be possible as lock-out switch is activated by detent lever internally.

As Doc said, this all contingent on the fact that the park pawl is properly installed, properly connected to its related internal linkage, and free to move.
