I HAVE A NEW ENGINE AND THE CAM CARD SHOWS THE VALVE LASH TO BE .016 (HOT) ON BOTH INTAKE AND EXHAUST. WHAT DO I NEED TO SET THESE IF I DO IT COLD AND NOT RUNNING.

I would try .016 intake and .018 exhaust as a cold setting, recheck and adjust as needed after it's running and hot.

After you do them cold, let the engine warm up and go over them again a step or two smaller. It's not hard. I did it the other day for the first time and it was a lot of fun.
