And found that a couple of screws and 1 check ball missing and a wall appeared to be broken.

If it looks like that wall was taken out with a drill bit someone has tried to shift kit it.

It has a b&m shift kit. And does this band look too tight? It has lil to no play

Break the locknut loose, tighten the adjuster finger tight, back it out 1-1/2 turns, and tighten the locknut without turning the adjuster screw.

There is no way to tell without adjusting it.
