Thanks dan!!

The reason I pulled the plugs to look 'em over was the car was running aweful when cold. The plugs where carbon fouled....and I mean BAD. I don't guess not having tube rings on the plugs could possible make the engine run rich...but then again as I said i'm unfamiliar with / stuff. Checked the usuall stuff...air filter was clean and choke seems to be operating ok. Car only has 22K on it and is all stock. Hmmm... points dont look too bad... float level? Any suggestions?

Presence or absence of spark plug ring washers or plug tube seals won't cause fuel fouling of the plugs. You're probably facing either a sinking float or another internal fault in the carburetor. Go through it with a quality kit, do not make the error of trading it (or any other part of your car) in as a core for a "remanufactured" replacement from the parts store, because remanufactured parts are mostly garbage.

If it runs perfectly when warm but poorly when cold, the odds are you've got an improperly adjusted choke thermostat and/or choke pull-off.

You will want to invest in at least the factory service manual, if not all three of the books described in this post.

And, it's easier for all of us to follow along with you as you troubleshoot this problem if you'll please try to keep each problem to its own thread (i.e., this post of yours that I am presently responding to should've been posted as a reply to my reply to your original spark plug question, rather than as a brand-new thread). Thanks!
