What you're seeing is not coming out of the crankcase breather. It is ambient dirt blown around by normal movement of the car through dusty air...sticking to the oil film that does come from the breather and deposit on the valve cover.

Factory-type ducted crankcase breather is the best way to achieve that.

What does the water separator cost? Is its only purpose for removing water or is it also a fuel filter?

Yes, it is a fuel filter and water separator Perma-Cool #81794 $39.88. This is one of the first options for equipment on gas inboard/outboards from 18' on up. Filters down to a 2 micron level.

There is no oil film on the valve cover, just lots of dust, sand and debris... I just don't want any of that getting inside the engine through the air breather.

This will very soon be a really dumb argument to have, if it hasn't already reached that point.

Think about it for 30 seconds: tens of millions of Chrysler (and every-other-make) cars have been equipped with ducted crankcase breathers going to the dirty side of the air cleaner housing. Every single Chrysler product since 1968. You don't seriously, really think they're all full of this sand and crud you imagine to be coming out of (or going into) the crankcase...do you?
