I actually just removed my head to replace valve stem seals. I'll do that RTV fix. That side of my engine has always been oily.

Have you inspected the oil pressure sending unit whil running, under pressure?
I have seen a number of these units leak right out the end, where the wire terminal exits the body... the drops of oil fall clear, right onto the roadway, no leak or puddle when the engine is off and the vehicle is parked.

If not that... it's time to "run her hard"... and try to get the rings to seat.
After that... re-ring it.

if it comes to re ring it do you think i would require another rebore after these few miles? how about the head? redo it as well ?

Likely just a re-hone and a new set of rings but you will need to get in there and "find the problem" to know for sure.
Close inspection of the ring packs will be in order. Look to see if they were installed in the correct location, in the correct position, with the correct gap, etc.

I could live with 20% leakdown on a used- hi miles /6, but with less than 10K something's not right. Doc's got the correct idea- run it hard with quite a few WOT accel 40-70 & closed throttle decels.

The bore could be glazed, or ring gaps stacked, rings put in upside down, etc. Or there could be a problem with the oil rings that won't show up in compression or leakdown tests. You might not be able to tell if your engine smokes from the driver's seat- it has to be BAD before you see blue fog in the mirror (you are looking in front of you while you drive?). Have someone follow you on the highway to watch what comes out the tailpipe.

If you end up tearing it down, you should have someone (else?) double check the previous work- ie bore diameter, taper, piston clearance, etc. before re-hone & re-ring. Last thought, does the valve cover have a baffle under then PCV grommet & breather filter?
