The chart shows the intake lobe should be closing at 48° on the degree wheel while the dial indicator is pointing @.050" lift. Assuming they are still using the @.050" measuring standard for the rest of the specs they are showing. Removing the head isn't necessary to degree the cam, but you will need to use the piston stop method to accurately confirm TDC or else none of the readings you measure will have any meaning.
