Possibly. What is your timing set at? Could also be a vacuum leak or cam degreed wrong.

Use a timing light:

But cheaper if you can borrow one.

And check if you can see the timing mark in your damper, and you have the timing tab in the timing chain cover, and better if you check that the engine is at TDC when the mark is at 0 deg in the tab

You really need to learn the basics of how to work on an engine before you go much further. Checking and setting timing is one of the most fundamental aspects of knowing how to work on a car.

I know how to set and check timing just was looking for a range because I set it off of sound and some experience

If the cam has any lift/duration at all I would start with 10-12 degrees initial and go from there. I would also shoot for 32-34 total at 3000 rpm with the vacuum advance unhooked.

This is just asking for problems. Normal idle speed is around 750 rpms. If your engine won't idle there, you probably have a vacuum leak. Check for that before going any further.

Sluggish or sticky governor weights slow to fully retract could keep timing advanced enough to elevate in park idle.

Timing was way off. It was 16-14 when it's supposed to be 7-9 before tpd
