You were right, it's an EGR valve, which I thought was only found at the valve cover.

Good we found what the vacuum port was for...

And... on the valve cover... you should have a PCV valve... that is good to have and should be in operating conditions.

Good luck solving your lean conditions. Using larger diameter jets makes sense to me.
