From that description, he could mean the car actually ran and had a hole in the muffler.

I am in no way affiliated with this guy, but i wouldn't be that quick to jump on him. His quote from that auction was "IT WAS FOR A DUSTER WITH A 225 SIX TO MAKE IT SOUND AND RUN PRETTY HEALTY!". it didn't say "It made my duster sounds.....". It almost sounds like a quote from an ad. More of a statement about what the cam was supposed to do, not what it did for him. This is just the way i interpreted what he meant.
