Hi. I'm not too sure if this is the correct forum for this post (my apologies in advance) but here it goes:

I recently acquired a 77 Plymouth Volare Road Runner - sans powertrain and exhaust. The car is an original Slant 6 model. I've installed an engine and trans and exhaust pipe (catalytic missing) from a wrecking yard and its running great.
My current resident doesnt have emissions inspection but I will be re-locating shortly to Houston Texas which, I believe has an emissons program. I could be wrong. Is there any Houston residents out there that can confirm that there is an emissions inspection in Houston or its environs, namely Baytown?
If so, how in-depth they go with the inspections? Is it just a sniff test or is there a underhood visual inspections also. I am ready to purchase a cat converter and the Air Aspirator tube and diverter valve assembly, but if they happen to do a visual underhood check, then I have to find an EGR system amplifier and all the associated vac hoses and switches.

Any non-opinionated replies from only Houston residents or someone privy to this would be greatly appreciated. TIA

Hello, I live in Spring, north of town, still in Harris county I have a 74 duster. The emissions laws around here are grandfathered to cars 25 yrs. or older. My duster doesn't have to pass any emissions tests. Nor my 71 truck or 63 dart. The 83 R.C. does.

Hi 63,

So does that mean cars that are 25 years or older are exempt in Harris County? That would mean my RR, being a '77, would be exempt if thats the case. Correct? Thanks.

As I understand it, that is the case. I have never had to pass any kind of smog check with my Duster. One guy was looking under the hood of my 63 Dart, I asked what he was looking for because it didn't have to have anything special. He said he was just looking. Another looked under the hood of the Duster, just to see. I think the car is older than he was. Oh yeah! The Dart has Dutra duals and a BBD, that guy thought it was cool.

Howdy!
I live in Cypress, which is actually Northwest Houston, but I'm in Harris county. I drive a '78 Volare, and I no longer have to contend with emmissions testing. No sniffer test! After my safety inspection, the guy popped my hood, looked at the engine for a couple of seconds, then closed the hood.
If your car is a '77, you should have no problem.

By the way, "TNRCC" (Texas Natural Resource Conservation Commission) is usually pronounced "Train Wreck"
