To proper idle and I'm wondering if this seal or lack thereof, may be causing my car to stall occasionally.

You mean the rubber grommet in the vavle cover where the PCV valve fits into? Nah, no way, that would not make your car stall.

The grommet is there to keep dust and dirt out.
