IIRC, the only place that had them in '74 was California and I'm not sure they did either. Everywhere else it was pretty much a '75 deal.

Doesn't the state of VA exempt a car that old from emissions testing anyway?

There were no catalytic converters as factory equipment in 1974. They first appeared in 1975. The first year virtually all new cars had them was 1979 in the USA, 1981 in Canada. The last year ANY new gasoline-powered passenger car came from the factory without a catalytic converter in North America was 1984 (certain Volvo models).

So, no, a 1974 car does not require a catalyst in Virginia.

In Virginia, if the car is over 20 years old, it's exempt from emissions requirements in the inspection. They may give you a hard time if it's an obvious "gross polluter" and you may run into an occasional inspector who doesn't seem to know any better. You'd think they read the regulations before taking the test.

There are parts of the state (like the Arlington area) where they actually perform an emissions test as part of the annual inspection. I'm not certain they don't have a stricter requirement.
