what is the best way to "pre oil" a slant after putting it back together?

What I do is pack some Vaseline into the pick-up port of the oil pump while turning the shaft. (Before I install it onto the engine)

When it is time to start the engine, I pour oil into the oil filter and all over the rocker arms and into the lifter galley. I crank the engine over on the starter with the coil wire disconnected, until the oil pressure comes up. (I leave the spark plugs out.) Screw in the plugs and light it off!

We took one of the Moroso Accumulators and ran a hose from the bottom to oil pump itself. Then filled the accumulator with oil and pressurized it with air. Open the valve and instant oil. We pumped every bit of oil for the motor through it and into the pan.
