The car shifted and went into passing gear great with the stock engine, and even acted as if it had a shift kit (it might or might not have). But now that I have the Lokar setup for the Eddy 4 bl, and 250 h.p., the shifts are slow and there is no kickdown for passing gear. The linkage is properly adjusted, so that's not the problem. What could be wrong? Pat Blais doesn't think it needs a valve body or governor, but my local trans. guy thinks the valve body and governor must be bad. Anyone have any experience with this phenomenon? Thanks.

If it was shifting fine with the stock linkage and isn't now, I'll give odds the cable is mis-adjusted, no matter how badly your transmission guy wants to sell you a rebuild.

Sounds like the throttle (kickdown)cable adj to me.

Actually, the trans. repairman doesn't want to sell me anything. He has adjusted the kickdown with the lever all the way to the rear while his assistant pushed the accel. pedal to the floor, and then adjusted the top linkage at the carb. bracket to make sure the kickdown was all the way "in" when the pedal is to the metal. So he's done what he can to adjust the linkage on both ends. That's what mistifies me: nothing helps. He thinks the valve body and/or governor have stuck and need replacing, but he doesn't sound sure. He's not a hypo guy; just a contemporary who does trannies all day long for JohnQ Public. Usually the kickdown linkage (of whatever sort) is best adjusted at the top/start of its travel, not at the bottom/end. This is definitely not the first time I've heard of frustrating problems with Lokar.
Very doubtful. What probably happened is that the throttle pressure valve fell out of the grip of the trans throttle pressure ("kickdown") lever. This can easily occur if all of the preload is taken off the trans kickdown lever, even for a moment. Drop the pan and operate the throttle through its full travel while watching the works inside the trans housing from underneath. I suspect you will not see the throttle valve being operated by the kickdown lever!

Preload, what is that? I have my Duster sitting in the shop now with no kickdown linkage on the trans, just the lever. How do I tell if the kickdown is still attached inside? I push it back by hand and it springs back so I guess it is still attached.

I ran into this SAME thing once. A guy did an engine swap from a 318 to a 340 in a '68 Valiant.
Dan has you on the right track I believe.
During the swap an over energetic son of the cars owner YANKED forward on the rod from the bell crank to the trans kickdown lever. Inside the trans this bent (defeated) the Stop Tang for the kickdown CAM/LEVER which allowed the spring loaded kickdown valve to pop out.
Another I saw was about the same situation/damage (very late upshifts) where a home made kickdown lever/linkage pushed the lever too far back when the throttle was STOMPED on. This caused the weld on this cam to break so the shaft of the lever still operated but the cam stayed stationary, JAMMED against the Kickdown valve end.
Drop the pan and inspect this assy.
Do your usual Fluid, filter change and band adjustment while you're into it this far.
