Holley 2280 Mechanical Power Valve adjustment. Okay, the guide on this is a little fuzzy.

step 4: Push the screw down and release it to determine if clearance exists. Turn the screw clockwise until clearance is zero.

Clearance to what? Should the allen screw remain in contact with the top of the power valve when released? Or is it something else?
