i am pretty sure i already know the answer, but can '73 4-door dart fenders fit a 70 minus the headlamp cover? the cover can't fit too, can it?

No, '73 Dart fenders do not fit a '70. Neither do the headlamp bezels interchange.

Exact interchange on '70 Dart fenders is '70-'71 Dart and Demon. You can also use '72 Dart and Demon fenders, but the sidemarker light hole, and the light itself, is different.

'73 Dart fenders interchange with '73-'76 Darts.
