Hey all my 75 scamp is having a problem where the car wont return to idle after reved up also when i tried to set the timing the closest i could get it was 10 btdc and it was maxed out on adjustment. I checked to make sure the distributor was installed correctly and it was.

Any thoughts or sugestions?

So, it stays revved up and doesn't come back down...

I would check the carb and make sure the return spring is there/not tired and returning the throttle back to it's resting stop (if you have to push on the throttle lever to get it to rev back down... bingo)...
Next, if that's not it, I'd check for some vacc. leaks...
Another thing to check is the distributor mechanisms themselves... make sure the vacc. can doesn't have a leak and make sure the arm on the vacc. can and the springs/governor can move and return freely (may need to oil/grease it/clean it if this is a bit frozen

Yep, check everything DI says. Also, there is another adjustment for the distributor position, on the underside of the distributor body. If the vacuum and mechanical advance mechanisms are working all the way correctly, and you can't turn the distributor to where you need it, you loosen the bolt on the underside of the dist, rotate the dist, then retighten the bolt.
