On my 69 dart gt 225 I have a tube coming up from the exhaust that is wrapped in a heat resistance material. It goes into the intake right below the carb. I'm assuming this an egr valve but where is the valve? What controls the flow of exhaust gasses into the intake without a standard egr system?

I can't find any reference to this piece in any manual.

What you discribe sounds more like the carb. "de-icing" option, not the EGR.
The EGR valve on a SL6 is mounted to the side of the intake manifold and the system does not use any copper tubing.

Is this tube still using exhaust gasses or just heated "clean air"

For the de-icing system, it is heated clean air.
If you look at the bottom side of the exhaust manifold, you will see the opening of the tube.
