For you California Mopar fans: There has been a lot of somewhat confusing smog bill activity at the Capitol lately, especially involving areas around the central valley, and I haven't been able to follow it all. Has the 1976 and earlier somg exemption been recended? Are those of us with early 70's cars still exempt? What does anyone know for certain?

Yep, that's what it's been, but there are some new bills proposed in the last year or so that will recend the '76 cut off year back to (if you can believe it) the 50's! It is a part of the new Smog II in CA.

Jay Leno has already attacked it, but it went to consideration last month. I haven't heard any results yet.

I understand how tiresome it must get with CA changing the rules every couple of years seemingly at whim, but I wouldn't get upset over this. In the '80s and '90s in the Denver-Metro area, we had mandatory emissions testing for all cars back to the 1955 model year. They still do. Of course, the test standards are appropriate to the year of the car being tested. Only the genuinely gross polluters flunk — the smokers and the ones with decrepit engines or neglectful owners. When I was there, there was a thriving old-car hobby that did not feel threatened in the slightest, that I recall, by the necessity of getting the car smogged whether it was a '62 model or an '02. Those cars that flunked but were in otherwise good condition were...

....are you sitting down...?

...not eating or drinking...?

...been to the washroom...?

...so you're sure you're ready to know what happened to the cars that flunked smog but were in otherwise good condition...?

...okay, here we go, if you're sure...

...they got repaired. :shock:


The bigger threat to the old-car hobby is the "cash for clunker" type programs that pay people to hand in their pre-whatever-year car, which gets crushed with no parts saved or sold. But those are usually industry initiatives operated by oil companies who want to buy "pollution credits", and/or car companies or dealer associations who want to sell more new cars. These kinds of programs require government coöperation (or I should maybe say "collaboration") but usually aren't initiated or operated by the government itself.
