Roll steering wheel into 'straight forward' position. Turn key to lock it, and make sure the wheels aren't forcing against the turn of the steering column.

open hood, look at the 'coupler' at the steering box, there is a roll pin locking the box to the column, at the safety joint... spray with penetrating lube... back in the passenger compartment, undo all the electrical connections to the column, take it easy the old plastic can break..
unscrew the cover plate at the bottom of the dash (4 screws)... go back out and spray that roll pin again... pull the carpet back if needed and use 9/16" socket and ratchet to undo the 3 bolts at the firewall... go back out to the roll pin... find a punch in your tool box that is the same size (straight sided, not tapered)... use hammer to tap on it... if it budges drive the punch home)... now spray the splines on the under side of the steering coupler... back under the dash depending on the year... you will have 2 nuts to undo under bezel you just removed, certain mid-late model A-bodies have another bolt the same size just above the brake pedal/acc. pedal, remove this.... remove linkage in the engine bay from the column (auto or column shift 3-spd only)...

Take rubber mallet and smack upward on the coupler, you may also pull on the steering column but be careful you can pull the coupler apart...necesitating a rebuild)... you can also have a buddy pull while you tap if needed...

Each car has it's own personality at this point... my 67 valiant after 40 years came off with a slight tug of the wheels... my '76 duster... needed a BFH to drive it off....

good luck,

-D.Idiot
