Is the front timing chain cover seal leaking at the balancer or did the rubber isolation ring come apart?
There are shops that will rebuild your harmonic balancer but usually people just replace it with a good used one.

It takes special equipment to rebuild a harmonic damper. Ever make molds and vulcanize rubber?

The damper has a metal ring held to the metal hub with vulcanized rubber. What are you referring to as the seal?
